ART. 1 - ORGANIZATION

The specific regulations below conform to the International Sports Code (with its appendices, where applicable), to the Regolamento Nazionale Sportivo and where applicable its Norme Supplementari (the Italian National Sports Regulations and where applicable its Supplemental Rules), to the Norma Supplementare 23 - Regolamento Nazionale Gare di Regolarità Auto Storiche (Supplemental Law 23 – National Regulations for Regularity Races involving Historical Cars) and all other CSAI regulations that cover areas not specifically defined by the following articles. The Organisation hereby declares that all necessary administrative authorization has been given to the event and that the event has the necessary insurance cover.

ART. 4 - EVENT

The Organizer

Holder of licence n. 24957, is organising, from the 16th - 20th May, 2012
a classic automobile regularity event for historic cars called: 2012 MILLE MIGLIA
The zones pertaining to the event are zones 1 – 2 - 3
The event will take place in THREE LEGS.

ART. 5 – ROUTE

Only models which have participated in or that were entered in the historic Mille Miglia speed races (from 1927 to 1957) may take part in the event. These cars belong to one of three classification periods - C, D, and E – and are thus divided into the following categories:
- 1° Category                         cars pertaining to Period C (built from 1927 to 1930)
- 2° Category                         cars pertaining to Period D (built from 1931 al 1946)
- 3° Category                         cars pertaining to Period E (built from 1947 to 1957)
Under no circumstances will a car built after 1957 be accepted. However, a certain number of cars built before 1927 may participate, provided models of these took part in the Mille Miglia up to 1930.
To take part in the Mille Miglia, all cars must have CSAI or FIA papers or an FIVA passport.

A total of 375 cars will be allowed to participate.

Only the selection committee can choose which cars will be allowed to participate, and their decision is final.

No substitution of cars is allowed after the closing date of on-line entry applications.

Cars with trial license plates are not allowed.

No new protruding additions to the car body are allowed, and especially no appendages added to enhance the car’s speed or timing, that were not originally included in the car’s design by the car manufacturer. Also not permitted on the outside and on the inside of the car is the use of adhesive target finders larger than 15 cm long and 2 cm wide. Under no circumstances can stickers or adhesive pieces be placed on the car’s event participation number, on the organisation’s advertising, or on the event license plates.

Coefficients
A coefficient will be calculated for each car to compensate for the diverse characteristics and capabilities of the varieties of cars in the race. This will also take into account the period of the car’s design and construction. The table of coefficient calculation procedures is attached below.

ART. 7 – COMPETITORS AND DRIVERS
Each car may register a team composed of one or two drivers, or else, of one driver and one navigator. The competitors, the drivers and the navigators must all be holders of a CSAI Competitor/Driver’s license or of a valid regularity license.

Only registered team members who have a valid driver’s license will be allowed to drive the car during the event.

Navigators under the age of 18 are not allowed.

Foreign competitors/drivers and/or navigators who do not have a sports license will be permitted to buy a one-off CSAI regularity license valid for one event (instead of a year’s regularity license). This can be bought during the technical and administrative checks at the beginning of the event.

No substitution of competitors is allowed after the closing date for entry application on-line. Only one member of the team may be changed up until the moment of the technical checks, after which, no substitutions of any type are allowed.

ART. 8 – ENTRY APPLICATIONS

Entry applications must be submitted online, on the internet site www.1000miglia.eu , along with the entry fee of Euro 7,260. The opening and closing dates of entry applications will be shown on the programme.

The fee must be paid by credit card (VISA - MASTERCARD).

Applications submitted with incomplete or false information will not be accepted, nor will applications without documentation, without photographs or without entry fees. The date the entry fees are received will be the date of the entry application.

On February 1st,  2012, the results of the committee’s decision as to whether the car’s entry has been accepted or not will be shown on-line, in the personal area. A registered letter will provide further confirmation. If the car has not been accepted, the entry fee (minus bank handling fees) will be returned by wire transfer or by reversing the credit card transaction by February 29th, 2012.

To ensure that the entry fee is returned to you by the 29th of February, 2012, you must provide all the necessary details regarding your bank account on the on-line entry form.

After acceptance of your entry, it will be possible to purchase extra optional services using a credit card. This must be done by March 31st, 2012.

When you apply, you will be asked if you would like to be placed on the waiting list if your entry is not immediately accepted.

For every car that gives up its place between the entry confirmation date and April 30th, 2012, a car on the waiting list will be inserted.  The selection committee’s decisions as to which cars are inserted are final and no appeals will be taken into consideration. The waiting list will be published by the selection committee on the 4nd of May, 2012. It will show, in a progressive order, the number of each car on the waiting list. If there are any last minute cancellations or if an entered car does not pass the checks, the car at the top of the waiting list will take its place.

The entry fees will not be returned to any competitor who is admitted to the event, but does not show up for the pre-event checks, or who shows up with documents and/or cars that do not correspond to the documents used to register for the event.

Once registered, all competitors and drivers must respect the sole jurisdiction of the International Sporting Code and the rules and regulations stated herein.

ART. 9 - PRE-EVENT CHECKS

All competitors and drivers must appear with their car at the place and at the time shown on the programme to carry out the following formalities:
- required document check for competitors/drivers and navigators (sport license, driver’s license, medical certificate, etc.)
- check of the entered car by way of the documents described in Art. 6

Clerk of the Course Briefing: procedure
Having passed the technical checks, the crews are then asked to sit down in the theatre room and watch a short film (in English as well as Italian) in which the Clerk of the Course gives advice, explanations, and warnings.
The text of his speech will also be given to each crew in writing, and they should read it carefully, as they will have to sign for having received and understood it.
The Clerk of the Course or one of his representatives will be physically present at the Info Point, in front of the briefing room, to clarify and answer any questions the entrants may have.

 

ART. 10 - THE START

The order at the starting line will be based mainly on the following criteria:
a.  All OMs in increasing order on the basis of declared year of manufacture.
b. Next, the cars belonging to each of the periods listed in the coefficients table, these in increasing order.
c.  In each period division, the cars will be lined up in the following order:
-first the 750s, arranged in order by Turismo, GT and Sport
-then the 1100s, arranged in order by Turismo, GT and Sport
-and finally the beyond 1100s, in the same order by category, and in each category, by increasing cubic capacity.

Cars from the waiting list will be positioned on the basis of their newly assigned event number.

Three cars will start each minute with each car at a stand-still, waiting, with its engine on. The moment the signal is given, the car should start as quickly as possible.
Cars that cannot start on their own, can be pushed, under the watchful eyes of the marshals of the event.

Crews that do not start from the CO 1 Brescia-Partenza will be penalized as foreseen in Art. 15.6 for each missed transit control point. They must however then pass through the first CO checkpoint of the second leg of the event (on the second day).
If they do not do so, that is, they skip both consecutive initial checkpoints, (that of the first day and also that of the second), they will be excluded from the rest of the event.

The competing cars will be preceded by 2  cars,  “00” e “0”.  Car “0” will also serve as a “test chronometer”, checking the times along the route.

ART. 11 - EVENT PROCEDURE

The event will conform to all the relevant sporting regulations.
In particular:
-the only official theoretical times that the drivers are to respect are the ones shown in the timetable.
- there is no restriction on the use of time-keeping devices to check times on the part of the drivers
- the official time used by the event will be GPS satellite time.

Synchronization of drivers’ time keeping devices can only be done visually by using the clock located at the beginning of each leg. Electronically connecting to it by cable is not permitted.
-The parc fermé rules will hold only where there are checkpoints, in the area between signs marking the beginning and the end of each sector. In no other area of the event will parc fermé rules be applied.
- No assistance is allowed, other than in the checkpoint zones. This holds true also in the parts of the route expressly indicated as “off limits” in the official road book of the event.
- If by chance the time-taking apparatus did not work or worked badly while taking the time for under 20% of the total cars in the event, the Stewards of the Event will give the cars that experienced this problem the average point penalization that they received in similar checkpoints of the same type (PC or CO) on the same day that the problem occurred. This average, of course, will be calculated without using the contested figure. These averaged penalty points will then be multiplied by the
appropriate coefficient, if the checkpoint was for time controls (CO).

The Stewards will have the final say after they have met together to discuss the problem, but while waiting for their decision, a temporary score of zero points will be assigned. If however, more than 20% of the cars at this checkpoint have experienced the problem, the checkpoint figure will be eliminated for all cars.

ART. 12 - REGROUPING

No regrouping is allowed.

ART. 13 - MAXIMUM TIME LIMIT

A crew will have exceeded the time limit if they transit a Time Control (CO) more than 60 minutes after their theoretical passage time.
At the Time Controls at the beginning of each leg only (Brescia, Ferrara, Rome), crews will be considered to have exceeded the time limit if they transit more than 15 minutes late.

The opening and closing times of the Regularity Stages (PC) and of the Passage Controls (CT) will be those shown on the timetable.

ART. 14 - DRIVERS’ OBLIGATIONS

During the event, all drivers must scrupulously respect all Italian traffic laws and the rules of the road set down by the Clerk of the Course and the Race Marshals. Their conduct on the road and off it should be prudent and careful. Crews who do not obey the rules and/or the law will be subject to the following penalties:
- first offense: 300 negative penalty points
- second offense: 12,000 negative penalty points
- third offense: expulsion from the event

Drivers are not allowed to stop their cars in the checkpoint zones. These are marked by signs at the beginning and at the end of the zone. Also forbidden is reversing, U-turns, opening car doors, and in any way hindering the other cars passing through the zone. The sole exception to this is a brief stop when required by the Race Marshals (e.g. to stamp the competitor’s card).

Drivers and navigator are to behave in a prudent and courteous manner with each other, with the event officials and in particular, with the spectators.

Due to circumstances beyond the control of the event organisers, it may become necessary to make changes to the route of the event. An example of this could be a road blockage, or a situation where an obligatory average speed could prove dangerous. In this case, parts of the route might be removed from the time trials. It must be underlined that each competitor is responsible for the behaviour of his support vehicles and accompanying cars.

These related vehicles must respect traffic regulations, listen to the Road Marshalls, and follow their separate route avoiding city and town centres where indicated (indicated both in the road book and on signs approaching the alternate route).
Failure to comply with  these rules will lead to sanctions against the competitor, to be decided by the College of Stewards of the Event, and may potentially include expulsion from the event.

It is possible that the event Judges of Fact will be on the look-out for misbehaviour on the part of the competitors, their support vehicles and their accompanying cars. They will keep the Clerk of the Course informed of any wrong-doing, but they will not make any decisions regarding sanctions on their own.

Each crew will be given a GPS unit before leaving Brescia. This unit must be kept on board the car for the duration of the event. It is to be returned only at the CO (Time Control) at the finish line.

Along with the GPS device, a transponder will be fitted in the car. This will serve to signal the car’s race number and transmit it to the instruments used for timekeeping.
During the scrutineering, technicians will place a strip of velcro in the car and will provide you with all the information you’ll need, along with details on the device.
While you’re lining up in Viale Venezia in Brescia, technicians will fit the transponder into your car. It must remain there for the duration of the event and must be handed back at the final time control at the finish line.

ART.  15 - PENALTY POINTS AND OTHER DISCIPLINARY PROCEEDINGS

15.1 – Time Controls (CO)

  • for each minute or fraction of a minute early arrival:            100 negative penalty points
  • for each minute or fraction of a minute delay:                      100 negative penalty points
                                                                                                  (maximum possible is 300)
  • for any delay beyond maximum allowed time:                      12,000 negative penalty points

15.2 – Regularity Stages (PC)

  • for every 1/100 of a second early arrival or delay:               1 neg. penalty point (max 300)

 

15.3 -  Secret Passage Controls 

  • up to 20 minutes early arrival:                                           320 negative penalty points
  • more than 20 minutes early arrival:                                    12,000 negative penalty points

15.4 – Time Card

  • alterations, changes or corrections not
    officially approved by the Race Marshals:                                         expulsion
  • missing annotation at a Time Control (CO):                                      12,000 negative penalty points
  • missing stamp at a Passage Control (CT):                                        12,000 negative penalty points
  • time card not turned in at finish line                                                 expulsion

15.6 – Other Penalties

  • failure to start at the established time and order:                          100 negative penalty points
  • stopping the car in a control zone (stopped car):                           100 negative penalty points
  • crew’s unauthorized access to a control zone
    (unless otherwise directed):                                                       300 negative penalty points
  • missing passage or time annotation at any
  • control (CO - PC):                                                                      12,000 negative penalty points
  • unauthorized stopping in a control zone:                                       expulsion
  • blocking the passage of and/or harming other crews:                    expulsion
  • unsportsmanlike behaviour:                                                        from a reprimand to expulsion
  • passing a checkpoint in the wrong or other direction:                    expulsion
  • infringement of Italian traffic laws                                                up to expulsion
  • irregularities in documents at the administrative checks:                refused entry into event
  • late arrival regarding the checks schedule:                                   up to refused entry into event
  • not departing from the starting line of the first and the
    second leg:                                                                               expulsion
  • having people other than the official driver and navigator
    drive the car in the event:                                                          expulsion
  • lack of an event number or event license plate:                            fine
  • lack of two or all event numbers on the car:                                 expulsion
  • lack of a notice of withdrawal to the Clerk of the Course:               fine
  • not following procedure regarding synchronization of
  • chronometers:                                                                           expulsion
  • imprudent behaviour on the part of a driver,
    navigator or support of accompanying crew member:                   up to expulsion
  • leaning out of a moving car:                                                        up to expulsion
  • not respecting the orders of the Race Marshals:                            up to expulsion
  • art. 14 - first offence:                                                                 300  negative penalty points
  • art. 14 - second offence:                                                             12,000 negative penalty points
  • art. 14 - third offence:                                                                expulsion
  • failure to respect publicity regulations
    for entered cars:                                                                        12,000 negative penalty points
    As well as the consequences for failure to respect the regulations stated in Article 22.

The penalty points accumulated in the regularity stages (15.2) will then be transformed into “points” on the basis of the attached “points table”.

ART. 16 - THE FINISH

The finish line checkpoint will be located at Brescia, Borgosatollo and will be open from 9.15 pm  on Saturday  the 19th of May 2012.
Once they have passed the checkpoint at the finish line, competitors are to proceed on to the finish line stage in Brescia, in Viale Venezia.

ART. 17 - RANKING

The ranking will be decided on the basis of the number of points obtained (calculated using the points table multiplied by the coefficient assigned to the car) minus the penalty points received.
The crew with the highest number of points will be proclaimed the winner.
In case of a tie in the final ranking, the winner will be the crew which has the least number of penalty points, not the most number of points, during the course of the first regularity stage. If this is not sufficient for a decision, then the second regularity stage will be taken into consideration, and then if necessary the third, and so on.

Crews who for whatever reason have not transited the third leg or have not turned in the time card at the Finish Line checkpoint – the arrival after the third leg – will not classify.

Cars will be classified according to the following criteria:
a) general;
b) grouping;
c) special:         c1) car manufacturers (the highest scoring car for each Joint Presenting Sponsor)
                        c2) ladies
                        c3) nations

There will be a further classification:
   c4) for the following groups of coefficients:        - up to 1.30
                                                                                   - from  1.31 to 1.45
                                                                                   - from 1.46 to 1.55
                                                                                   - from 1.56 to 1.65
                                                                                   - from 1.66 to 1.80

                                   
These classifications will be shown as per the programme.
                                  
ART. 18 - TROPHIES

The event will have the following trophies of honour:
- at least the first 15 cars in the general classification will receive trophies for both members of the crew;
- the first to classify in each of the 3 groupings;
- the first to classify in the special classifications

Crews who do not show up at the awards ceremony will lose the right to receive their trophy, without however changing their classification.

ART. 19 - PROTESTS AND APPEALS

All protests and appeals must be presented in the form and the terms stated in the National Sports Regulations.
Each protest will require a cautionary deposit of Euro 350.00. Each appeal requires a cautionary deposit of Euro 3,000.00.

 

ART. 20  - GENERAL PROVISIONS

By the act of registering for this event, each competitor thereby declares for himself and for his own drivers, navigators, personnel in his support vehicles and accompanying cars, employees, and others at his service:

  • that they recognize and accept the clauses of the Italian National Sport Regulations (along with its Addendums) and the above Specific Regulations of a Non-titled Event, promising to respect them and have others respect them.
  • that they will make a determined effort to resolve any controversy which may arise with respect to the Organisation and the running of the event by means of the mechanisms and methods of resolution set up by the CSAI, and thereby renouncing the intervention of any other authority other than that of the sport authorities for protection of their rights and interests along with those of their own drivers, navigators, employees, and others at their service.
  • that they hereby absolve from all responsibility the Automobile Club of Italy (ACI), the CSAI, the Organisation and all persons working for the Organisation, the other automobile clubs involved with the event, the event officials and the property owners along the route for any responsibility concerning damage to the competitors, their drivers, navigators, employees and/or others at their service, and also concerning any damage done by them—competitors, or their drivers, navigators, employees and/or others at their service—to third parties.

 

 

ART. 21 - APPENDICES

The following appendices form an integral part of the above specific regulations of the event:
- timetable;
- map of the route;
- coefficients table;
- points table.

ART. 22 - ADVERTISING

No form of advertisement may be placed on the cars with the exception of that decided by the Organisation or that relating to event sponsors, in any case within the limits of the sporting regulations (n.s. 23, art. 7 2011 CSAI yearbook), to be indicated in an informative bulletin.
The names of the members of the crew may be written on each side of the car, however the allotted space must not exceed 400 cm².

A club insignia, which is not being used either totally or partially for advertising purposes, is allowed on the sides of the car, as long as it occupies a space no larger than 10 x 10 cm. or equivalent area per side of the car. Identification insignia or other signage that was originally on the car, and is still in its exact original format on the car, will be tolerated, even if this gives added publicity to the car or car manufacturer, as long as it serves the same function as it did in the past. It will be necessary to prove that this was originally on this specific car by identifying the car by its chassis number.

During the scrutineering, the organisation and the event officials will remove from all vehicles any kind of publicity that does not conform to the above rules. Further checks will take place throughout the event.
Crews that do not adhere to what is stated in this article will be awarded 12,000 penalty points and any damages caused to the organisation will be charged to the offenders. Any future entry applications for the event submitted by such crews will not be accepted.
Entrants will be obliged to release the organisers from any responsability and/or damages to the organisation and to 3rd parties in general and any compensation that is due to these will be at the entrant’s expense, as a consequence of violating the aforementioned regulations.
